Town Meeting members were not in a particularly chatty mood at Special Town Meeting Oct. 20. With the exception of the lengthy dissection of the town’s management of the wind down of the Stephen Palmer apartments, the other 10 articles on this fall’s warrant all passed with little to no comment.
Six articles passed “by consent” — meaning not a single Town Meeting member felt the topics needed even to be presented, never mind discussed.
Of the remaining articles that were presented, only a complex article amending the town’s stormwater by-law drew comments from members. The bulk of the discussion mostly concerned issues of grammar and a few technical clarifications.
At the end of the night, Town Meeting had said “yes” to all 11 articles on the warrant. Those that were voted on passed either unanimously or with a smattering of dissenting “nays.”
Articles 1 and 2 funded one-year contracts with the Needham Police Superior Officers Association and Needham Police Union respectively. Both bargaining units received raises of around 3% and a bump in their private detail hourly rate from $61 to $68.
One-year contracts are not the norm for the town’s bargaining units, but anticipated transitions among union leadership and a mid-2025 transition to a new Town Manager led to both sides agreeing to come back to the table soon for a longer deal.
Articles 3 and 4 were dedicated to projects tied to the new Children’s Hospital outpatient facility nearing completion on First Avenue and the use of funds derived from its PILOT (payments in lieu of taxes) agreement with the town.
Under Article 3, a Children’s payment of $132,000 will be dedicated to the town’s Inflow and Infiltration program, which funds investigations, studies and subsequent sewer repairs at locations throughout town.
Article 4 approved the appropriation of $25,000 for a traffic signal warrant analysis and roadway safety audit of the Kendrick Street and 4th Avenue intersection.
Article 6 approved two in-year amendments to the town operating budget. In addition to the $385,000 item related to Stephen Palmer apartments, Town Meeting approved a reserve fund transfer of $11,600 for the Town Clerk’s office to purchase an automated envelope opening and date stamping machine.
Articles 7 and 8 made adjustments to both the Sewer and Water Enterprise Fund budgets to augment what had been approved at Annual Town Meeting in May. These will increase those budgets by a combined total of just under $1 million.
This is required due to the receipt of information that had not been available in May, such as the town’s MWRA annual assessment.
Article 9 appropriated $268,220 for the Needham Channel. The funds come from fees charged to subscribers of the town’s cable operators in a required line item that provides for the costs of local cable television services.
Finally, Article 10 included a number of changes to several provisions of the town’s dog licensing by-laws. Other changes were to bring the town’s kennel licensing laws into compliance with a new state law.
